Chaos Insurgency
"The Insurgency Never Rests"
Overview
The Chaos Insurgency is a rogue splinter faction of the SCP Foundation. They operate outside the facility and conduct raids to steal anomalies, liberate D-Class personnel, and sabotage Foundation operations. Their R&D division conducts independent anomalous research, reverse-engineering recovered SCP artifacts for the Insurgency's benefit.
Goals

Allegiance
Loyal to the Insurgency. CI personnel operate independently of Foundation authority and answer only to their commanding officers within the Insurgency hierarchy.

CI RP Rules
CI are hostile to Foundation personnel and may raid the facility.
A 15-minute raid cooldown must be observed between all raids — use the timer below.
Advert raid: minimum 3 CI combatives online. Non-advert raid: minimum 5 CI combatives online.
Raid ratio: maintain a 1:3 FOUNDATION:CI ratio. For every 1 Foundation member online, max 3 CI may raid (e.g. 3 Foundation = max 9 CI raiders).
CI may liberate D-Class personnel and recruit them to the Insurgency.
CI R&D division focuses on anomalous research and is less combat-oriented than CI operatives.
CI may not collaborate with SCPs unless explicitly permitted by event staff.
